When I saw this flying around the flowers, it appeared to be a dangerous fuzzy black bee. It is actually a true large fly know as the Tiger Bee Fly. It doesn't sting or bite, and it is a native pollinator that also helps to do away with carpenter bees. A beautiful fly to have around.
