The Moon is exactly at First Quarter in this image, yet the Lunar "X" and "V" are not highlighted. That is because the Moon is at it's maximum libration in longitude of -8° (note that the Sea of Crises is almost touching the limb!).
The terminator moves across the Lunar surface at the rate of ½° per hour. For this lunation, the best time to view the Lunar X and V was 16 hours before First Quarter!
