You are correct on several counts. 

Protection of the area actually began with Teddy Roosevelt.

And this monument-making was one of the swift, final acts of the Bush administration (to create a national park, a lengthy congressional approval process is needed). Conservation of any area that large is inherently political. 

However, I know additional management *is* needed. It&#039;s a bit like a fish tank: a system that seems to be taking care of itself actually demands very fastidious care...everything from species monitoring to establishing baselines of those species to keeping invasive creatures at bay and the encroaching effects of climate change.  Management is itself a science. :)

That piece, while not, on the surface, very science-rich, touches on the very oldest of ideas: that science is not secondary, but rather beholden to, wonderment.
